The league of American Bicyclists has published its annual Bicycle-Friendly State ranking, a definitive guide to which states best support cycling. Washington State led the pack for the eighth year in a row, followed by Minnesota and Delaware.
The league awards points to states based on a series of five categories: legislation and enforcement, policies and programs, infrastructure and funding, education and encouragement, and evaluation and planning.
States that were successful in passing bike-friendly legislation in the past year saw a jump in ranking from this year's report. Massachusetts, for example, jumped from the 10th spot in 2014 to number four this year, thanks to $400 million of funding dedicated to biking and walking over the next five years.
Alabama received the lowest ranking, due to its failure to adopt a safe-passing law and high rate of bicyclist fatalities.
