While not as tempting a tourist draw as Mexico's sunny, turquoise-watered coastal cities, the massive capital city of our southern neighbor is full of history, culture, fine dining, and tourist sites. It's also chockablock with corrupt public officials, overwhelmed by violence (both organized and random), and mired in crime. And that's just from the cops. One jaw-dropping statistic: in 2013 there were an astounding 12 kidnappings per hour.
