Why it's controversial: A massive political scandal in 2015 exposed wide-scale corruption in the Maldives, with 59 islands subject to corrupt deals brokered by politicians, according to Transparency International. The NGO says, "the tourism industry is an industry dominated by a few businessmen and politicians who work in collusion, with islands often used as bargaining chips."
