Why it's controversial: Private security teams raided 17 properties along a quiet stretch of this eco-chic resort town in June, evicting everyone on premises (including tourists) and emptying out furnishings due to a "breach of an oral lease contract between business owners and the municipality." It was the latest (and largest) in a series of court-ordered expropriations to rattle residents of Tulum, sparking concerns of corruption and inconsistent government regulations that have put a damper on the booming tourism industry.
