42. Helsinki, Finland
Why you should go: Winter days are short in Finland, but that’s OK—you don’t need sunlight to enjoy the traditional wood-heated saunas in Helsinki—like Kotiharjun Sauna and Kulttuurisauna. Or, chow down on local delicacies, such as herring at Hakaniemi Market Hall, which is over 100 years old, and Teurastamo, a former abattoir dating back to 1933.
Why it’s a steal: Score a flight to Helsinki for a median airfare of $601 from December through March. Hotel rooms go for an average nightly rate of $175, a seven percent savings over fall.
Where to stay: Want to stay somewhere unconventional? Hotel Katajanokka was once a former prison. Bars still line the windows, but the rooms come with flat-screen TVs, and rest assured the bedding is way more comfortable than what the former inmates slept on. Rooms start at $133.
